A new piece of "art" appears near the Gherkin

This was one of those WTF moments. This piece of art has just appeared near the Gherkin. If memory serves me correctly this used to be one of those large plastic collection boxes for the Spastics Society (as it was so delightfully called back then). I have no idea (at the moment) why this monstrosity has suddenly appeared.
